✅ What Changed in 2025 (and Is Now Law)


🔒 SB 2514 — Card Suspension for Drug Offenses


In one of the most controversial moves of 2025, Governor Ron DeSantis signed Senate Bill 2514 into law. This legislation gives the state the power to suspend or revoke a patient’s medical marijuana card if they are:


  • Charged or convicted of drug trafficking

  • Found guilty of manufacturing or delivering controlled substances

  • Accused of possession with intent to sell

⚠️ What Did NOT Pass (But Was Proposed)


Despite hopeful headlines early in the year, two popular changes did not make it through the legislative session.

  • Claim: Patients would only need to renew their card every two years instead of annually.

  • Reality: This provision was part of HB 555, but the bill died in committee and never became law.


📝 Status: Dead in Fiscal Policy Committee as of June 2025.



❌ 2. Fee Waivers for Veterans


  • Claim: Honorably discharged veterans would be exempt from the $75+ annual state renewal fee.

  • Reality: Also included in HB 555, but not passed into law.


💸 Veterans are still subject to standard renewal fees at this time.


🔮 What Could Happen in 2026


While 2025 brought fewer changes than some expected, the stage is being set for big shifts in 2026 — especially as the push for adult-use (recreational) cannabis reaches a boiling point.


🗳️ 1. Adult-Use Cannabis on the Ballot?


A proposed constitutional amendment to legalize recreational marijuana could appear on Florida’s November 2026 ballot. If passed, this would:


  • Allow cannabis for adults 21+

  • Open the door to non-medical sales

  • Significantly impact the medical cannabis dispensary model


However, legal challenges remain, including whether the ballot language meets constitutional standards. Several advocacy groups and the Florida Supreme Court are expected to weigh in by early 2026.



⚖️ 2. Lawsuit Challenges to SB 2514
